Malta introduces the possibility of using an ‘X’ gender marker in official documents

Malta is the second European Union member state to introduce the ‘X’ marker option.

Minister for European Affairs and Equality Helena Dalli, together with the Parliamentary Secretary for Reforms, Citizenship and Simplification of Administrative Processes Julia Farrugia Portelli, announced that Malta now offers its citizens the possibility of displaying an ‘X’ marker for their gender on their ID cards and passports.

The implementation of this policy is another step towards promoting more equality. Malta is the second European Union member state to introduce the ‘X’ marker option. As a result, Malta maintains its position at the forefront in the area of civil liberties.

Minister Helena Dalli described the introduction of the ‘X’ marker, instead of the corresponding ‘M’ or ‘F’, as “a license for one to be what one feels one is” in the eyes of the state.

This option became possible after Cabinet approved the LGBTIQ Action Plan 2015.

Parliamentary Secretary for Reforms, Citizenship and Simplification of Administrative Processes Julia Farrugia Portelli said that today marks an important day that reaffirms the strides made in the previous legislature. Farrugia Portelli noted that the Government is sending a clear and courageous message by doing that which many other European countries have yet to do.

Parliamentary Secretary Farrugia Portelli acknowledged the role of the Identity Malta agency in this process, which had to necessarily update its systems and administrative processes for this option to be made possible, without affecting the security of such documents.

Farrugia Portelli explained that for anyone to opt for the ‘X’ marker, all that is required is an oath taken before a notary. This applies for passports, identity cards, and residence permits.
